UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a recent poll of municipal councils, UK councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of local authorities are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling playing fields and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would prioritise service redesigns and using financial reserves to manage increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in southeast England said its property management strategy featured the disposal of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Wider Financial Pressures

The survey of local authorities in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will need to raise council taxes next April to address the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and financial savings,” said Vince Maple.

He added: “We face population challenges which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

Research of regional authorities recently also found local finances being stretched by the increasing figures of children and older individuals needing Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only one key city is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
